India buys trainers, SSMs to use up funds
In an attempt to utilise its unspent defence budget, India has approved the purchase of 54 Prithvi missiles and 12 jet trainers * In FY05 the Ministry of Defence returned INR13 billion of its capital allocation because of recurring bureaucratic delays in taking timely decisions.
